Excluding pension and rank entitlement expenses, former Communist Party chief Jiang Zemin spent a total of$5.6 million USD on public expenses for the year. Retired senior cadres at the vice-premier level and above, including the Standing Committee of the Political Bureau of the CPC Central Committee, the Chairman of the National People's Congress, and the Vice President of the People's Republic of China alone, spent an average of $3.98 million USD (RMB 27.25 million) per year. Eighty-one senior officials at the vice-premier level each averaged $580,000 USD (RMB 3.95 million) per year.
