Yes, that's real and well-documented. In February 2025, Google quietly removed the section of its AI Principles titled "AI applications we will not pursue" — which had explicitly stated it would not build technologies "that cause or are likely to cause overall harm," with weapons named as a specific example. Bloomberg spotted the change first.
The 2018 framework (seven principles, with that explicit no-harm/no-weapons line) was replaced with three vaguer pillars: "bold innovation," "responsible development and deployment," and "collaborative progress." The new language says Google pursues AI "responsibly" and in line with "widely accepted principles of international law and human rights" — which is a much lower bar than "we will not build things that cause overall harm."
Their public response was a blog post from Demis Hassabis and James Manyika saying "democracies should lead in AI development" and calling for collaboration on "national security." Margaret Mitchell, who co-led Google's ethical AI team, told Bloomberg the change "means Google will probably now work on deploying technology directly that can kill people."
