A senior retired official of the Ministry of Defense, lieutenant-general in reserve, PhD, a fellow of the Academy of Natural Sciences Alexey Savin said that in the late 1980's a group of researchers from the Expert Management Unit of General Staff managed to make a contact with representatives of another civilization. Interestingly, none of the journalists were particularly surprised but, rather, relieved with the "confession."
