It could be that one of the main reasons that many of the German leaders were hesitant to give the Slavs of the time greater power and independence was because the units of Russian and Ukrainians who fought alongside the Germans had a shocking tendency to pillage and rape civilians and to do extremely sadistic things to captured enemy soldiers. The German leadership faced the same problem with units of Muslim soldiers.
As for the Poles of that period, it is hard to muster much sympathy for them after they had abused, tortured and killed thousands upon thousands of civilian ethnic Germans, forcing more than 70,000 of them to flee their ancestral homes, before Hitler could no longer tolerate the unacceptable in 1939.
