Any Muslims can claim they've established an Islamic State, but it wouldn't be valid without consensus of the scholars. There are very specific requirements for such a state, and one is that you can't enter into any alliances with hostile non-Muslims, and ISIS likely has received funding, directly or indirectly, from Zionist entities.
