A lot of cartoons about Baltimore and rats,but arent the locals living there, JUST as responsible for the garbage and the rat-infestations? It's THEIR garbage after all!
If they don't like the vermin, living among it, them clean it up themselves. But they;re waiting for someone else to do it.
In fact, in W. Baltimore, the Whites DID organize a Clean-up Event, and picked up several tons of garbage, there.
Then, the Blacks interviewed, declared: "They were so grateful for this CLean-up, but where were they? I didn't see any Black people in the clean-up crew!
