Since about 1988, unscrupulous people have promoted a fraudulent scheme to sell "secret" information that claims it is legal to send a First-Class letter for only 2 cents, 3 cents, or 6 cents. For various prices, often ranging from $5 to $20, the promoter sends you a copy of an out-of-date federal law that was eliminated by the Postal Reorganization Act of 1970 (Title 39 of the United States Code).

Don't be misled by a promoter's claim that his letter, advertising the "secret," reached you with only a 2-cent, 3-cent, or 6-cent stamp. A few underpaid letters do get through the Postal Service's automated mail processing equipment, but most don't. So, if you buy the "secret," not only will you be wasting your money, you will also have any short-paid letters you send either returned to you or delivered to the addressees who will be charged the additional postage due.

That's pretty odd because i have in my possession a letter mailed from Ireland to the me here in the United States that has no postage on it whatsoever. Brizer sent it to me years ago. And i know this works, i recently mailed two letters and they arrived safe and sound... the only trick is to not use the zip code and to spell out the name, don't use abbreviations.

Try it and see what happens before you call foul.

Wanda, I'll take my 21 years as a USPS letter carrier, now retired. I've seen this years ago. However the Postal Inspectors wrote;

I'm not crying foul, just facts, and once again we have another fake claim. Also noted is the fact that the law quoted was eliminated by the Postal Reorganization Act of 1970. That is when the Post Office became the USPS aka Postal Service and a quasi-government agency. The Postal Reorganization Act of 1970 was a direct result of Carriers and Clerks going on strike over wages and terms of employment.

Whoopi so you have a letter and its worked twice, as the Inspection Service states "most don't" I'm pretty sure the Inspection Service knows about the trick. One word describes you = thief!

Yeah... i'm the thief. Good one. Way to back the illegitimate, de-jure government. Forgive me for assuming the 1776 part of your "handle" implied some discontent with our current system of ruler-ship. How is being forced to pay for health care working for you? Here in New York they just made childhood vaccinations mandatory... it's not a proud moment.
