James Henry Fetzer (born December 6, 1940) is a philosopher of science and conspiracy theorist. Since the late 1970s, Fetzer has worked on assessing and clarifying the forms and foundations of scientific explanation, probability in science, philosophy of mind, and philosophy of cognitive science, especially artificial intelligence and computer science.

Hurricane steerage in the past has been speculated as done through the creation of high pressure zones with HAARP. Steering a storm with little NEXRAD towers is akin to shooting at water with a BB gun
HAARP is 1980's technology - whatever they have now, it's two generations beyond. LBJ was talking about weather wars and 'he who controls the weather will control the world' back in 1967.
True but doubt an NEXRAD radar array is steering hurricanes. I always start with basic physics when sifting through theories be it 9/11 directed energy weapons or this; what is the sheer energy required to achieve the desired effect and what is the source?
