Germany launches center to combat ‘conspiracy theories’
The new service will offer guidance for those concerned about loved ones embracing conspiratorial beliefs, the Interior Ministry has said...Interior Minister Nancy Faeser said that an “open dialogue on equal terms” is often difficult with individuals deeply immersed in conspiracy beliefs. She hailed the initiative as “an important building block in the holistic fight against extremism and disinformation.”
Paus described conspiracy theories as “poison for our democracy” and a burden on families and colleagues. The Interior Ministry claimed that these beliefs can lead to extremist ideologies and incite violence, highlighting anti-Semitic conspiracies as a major concern.
The German authorities have been raising the alarm over the supposed rise of conspiracy theories. This trend is often linked to the Querdenker (lateral thinking) movement, which emerged during the Covid-19 pandemic to oppose the lockdown measures and other government policies. Since then, Querdenker groups have organized protests against Germany’s foreign policy and weapons supplies to Kiev, which began in 2022 following the escalation of the conflict between Ukraine and Russia.

This REE is another false binary designed to keep the synagogue's straw man enemies fighting one another. The United States has a wealth of rare earth metals, it's just that environmentalism and restrictions keep companies from prospecting and mining.
This is a long similar vein with OPEC oil. All along, the United States could have always been the largest oil producer in the world, but the multinational oil firms were forbidden from tapping into America's oil and gas wealth. The synagogue ordered their corporate firms and US government to rely on foreign oil the spread the dollar around the world.

I think you might be being a bit generous with the 80% designation, though your overall point is well-taken. Even in critical-mass theory, when it's applied to social activism or social groups at large, the 10-13% window is usually what is recognized as the "tipping point" or threshold where a movement or "awakening" becomes self-sustaining.
Of course, this is a simplistic formula, and social science isn't chemistry. Multiple factors come into play like leadership, access, propaganda, etc.
