Jersusalem is the Whore of Babylon in Revelation, and not Rome. The beast she's riding on, however, is Rome.
How do we know this? Because of the woman's description, of being dressed up the same way the Levite priests were. The OT also refers to the divorce of the Northern Kingdom of Israel for her whoredom, and that Yahweh was letting Judah (capital in Jerusalem) continue her whoredom for a time (Jeremiah 3:8) -- until 70 AD.
Don't let Jack van Impe and other televangelists dazzle you with thinking that part of Revelation has anything to do with a future event.
