People are too selfish, and they don't want to procreate. If white people stopped contracepting and aborting, there would be growing populations in Europe. But they are selfish, and they want more cars and computers and vacations. Western civilization was built by the Church. Europe has rejected the Church and now it is dying.
Africa doesn't have "the Church" and they breed like rabbits. Japan doesn't have "the Church" and they breed like Europe. Sensible people see no reason to overpopulate. If there were more positive reasons for more vigorous fertility, people would go that route.
