It only becomes lying when someone takes the performances and markets them as real events or Video News Reports - VNRs. In this case, the actor appears to be doing the marketing - and therefore the lying - on his own.
Showing why a person is phoney or just wrong works the same with crisis actors as it does with anyone else. Let us hear from them, and then let's hear your criticism.
