This headline is just as accurate: "Insane gunmen shoot innocent event attendees." By labeling the "perps" and "victims", you can immediately begin your propaganda spin. Also, by doing so, you take control of the coverage and as other outlets "pick it up", the core message of persuasion is repeated. And we know repetition is brainwashing.
