Petras is right that they intend to use this to take out Assad. If there was ever a time to employ a filibuster in the Senate, it would be now, but don't count on it, since even Democrats "crossed the floor" in the Gulf War vote to support Bush the Elder's resolution.
And it's another unconstitutional action, since the War Powers Resolution itself is unconstitutional, as it allows the President to deploy forces for up to 60 days without Congressional authorization and the Constitution only expressly allows the President to do so when there is a declaration of war under Article I, Section 8, which hasn't been done since WWII.
And as for why it hasn't, it's not just a matter of conspiratorial figures trying to undermine the constitutional republic and promote an imperial presidency. It's also because Congressional representatives wanted to shift blame away to the President for unpopular wars.
Why isn't the Israeli military going after this ISIS/ISIL? This problem is in their neighborhood after all.
