I think that "American's" with an apostrophe might make me feel a little happier about this title. Of course it still sounds like "technologies" is being compare to "Americans", which is probably due to the use of "than". Perhaps "Russian military technology is far superior to that of the US."
Unless the author wanted to say that the technology is superior to having a bunch of TV watchers with no moral values, intelligence, or skills....
