Charlie was mentioning the seeming arbitrariness of which villages were completely destroyed versus which ones the Hebrews were allowed to keep the animals and take the women and children as slaves.
Deuteronomy 20:10-18 explain that the ones that are nearby, everything is to be destroyed, whereas the ones that are further away, they can keep the animals and enslave the women and children.

It's pretty much a practical thing of destroying what you can and making concessions where you would otherwise overextend and weaken yourself.
The excuse given, particularly by evangelical Christians, if they even acknowledge this issue in the Old Testament, is that they say those people were so Satanic that they had to be destroyed. But, really, the animals and suckling infants were Satanic, too?
There's even a concession given for sparing the girls who haven't been with a man, showing that it wasn't about Satanism, and the whole practice never was justified on any basis, even on the "Satanic" one.
