One thing television and Hollywood crime movies have heavily ingrained and inculcated in the general public's mind is that, criminals are somehow these clever and manipulative "masterminds" that are always one or two steps ahead of the police detectives attempting to interpret and decode their "genius" left behind deliberately as "evidence," whether a cryptic message, or the Queen of Spades.
Of course, reality is much more banal and boring; most criminals, especially those occupying the government, are quite pigeon-brained and lack the Promethean forethought and vision to cover all their tracks and leave the everyday and run-of-the-mill Sherlock Holmes dumbfounded and perplexed about the proverbial "Who dunnit?" Most are simply Dollar Store hirelings and stooges for those truly at the controls; therefore, they are more prone to be cut from the buffoonish cloth of a Gomer Pyle or Frank Burns than they are a towering Jame Gumb, aka "Buffalo Bill" of Harris's 'The Silence of the Lambs.' In the end, they're simply just not too bright!
