CRJ pilot examiner here. And I’ve done the 1 to 33 transition many dozens of times.
The CRJ on final had no reason or expectation to check 3 o’clock at 400 feet on short final. The pilot motoring is focusing forward at this point and making approach and landing callouts.
That is simply their airspace at that point - especially at a place like DCA.
TCAS resolution advisory is inhibited under 1000 AGL. They may receive a traffic alert, but won’t get a resolution “climb” or descend” advisory at that altitude.
Had the H60 been at the proper altitude, this simply wouldn’t have happened. The collision happened at 350 feet - the helo was supposed to be at 200. The CRJ appears to be right on proper altitude on the descent to 33.
If the tower was aware of the H60 altitude, they are going to share responsibility. The tower is also supposed to have a dedicated helicopter traffic controller on duty - there wasn’t.
Also… allowing a training mission across the final of a major airport - at night - is just plain stupid. Both the Army and FAA need to answer for this as well.
And your AA friend is simply wrong… the transition from 1 to 33 is a simple maneuver and nothing like approaching a carrier. That’s silly.
